I'm not sure I should talk about this but whatever, I might as well be targeted by the FBI, sounds fun.

What about pouring around a quarter of the milk then put the amount of cereal you want and adding the rest of the milk? I've been doing this all my life 😥

Real question here is water wet?

No. Water is a liquid and a liquid is what makes you wet.

Then isn't water eternally wet since it can be the causation of something becoming wet.

No. Wetness is the ability for a liquid to stick to the surface of a material.

wet·ness
ˈwetnəs/
noun

  1. 1.
the state or condition of being covered or saturated with water or another liquid; dampness.
"the pale brown of the rock was blotched with wetness"

Google thinks you definition needs a little work on what wetness is.
Since what is always covered with other water it will have constant wetness thus water is wet.

Right, but that doesn't make water wet...Wetness happens when it comes into contact with another material that is can adhere to! You proved my point, thanks.
