I think any vpn is enough for this purpose. I personally use nordvpn.

there might be exceptions, but if you think about it it would be stupid to ban ip's.

VPN is usually not necessary to avoid bans since i dont know any game who bans your ip.

New pc will definitely do that yes. You dont get banned in other eac games, they usually dont do cross bans.

Secure your account better instead of blaming us. Apart from the fact that we do not take any info from your pc, except your hwid, there is no benefit for us to get your steam account.
