You can get it at trucker shops and such and can simply reload it like a mobile phone with recharge cards, and this credit card mostly by mastercard or visa or jokermastercard or how it's called can be connected with paypal and there you go . The good thing is its so safe since even if someone rips your paypal or card or similar they cannot really harm you since its prepaid based and perhaps loaded with 30 euro or so ..
