Valve have no authority to ban someone without VAC detected something or being convicted of OW. It doesn't matter if he posted the name, if they have no proof of cheating they have no power. It doesn't matter if he posted the name, if they have no proof of cheating they have no power. He's selling his account so they could very easily see it and ban the whole account. They could even ban every account associated with his machine or IP if they wanted to.
